TRAFFIC SAFETY COMMISSION:
The Traffic Safety Commission was established with the following duties and responsibilities:

  1. Developing and implementing coordinated traffic safety programs which meet local needs;
  2. Acting in an advisory capacity to the Board of Public Works and Safety in the coordination of traffic safety
    activities of the official agencies and departments of the City of Warsaw;
  3. Establishing traffic safety priorities for the City;
  4. Reviewing and approving project applications for funding;
  5. Serving in a liaison capacity between the City of Warsaw and the Indiana Department of Traffic Safety in developing the state highway safety program and in meeting the national highway safety program 
    standards: promoting public acceptance of official programs proposed or instigated by the City;
  6. Fostering public knowledge and support of traffic law enforcement and traffic engineering problems;
  7. Cooperating with city schools in promoting educational traffic safety aides: educating the public in traffic safety; and
  8. Generally aiding the overall reduction of traffic accidents, injuries and deaths on the city streets.


Street Projects & Road Construction
        
Center Street at Hickory Street

Argonne Road / Parker Street
Phase 2 of the Argonne Road and Parker Street re-alignment project will begin Saturday, September 19, 2009. This means that Argonne Road south of Center Street will re-open and Parker Street north of Center Street will be closed. Center Street traffic will be shifted to one lane in each direction on the new pavement, while the old is  reconstructed.

Westbound Center Street motorists will be prohibited from turning south at Argonne Road, due to the volume and flow of traffic. Westbound Center Street motorists intending to turn south will still be routed to McKinley Street, where a left turn lane exists. The left turn prohibition will be posted and upon approval of the Warsaw Board of Public Works, will be enforced by police. Offenders will be cited for disregarding a traffic control device and will face points on their driver's license, and a fine of up to $500.

Motorists will also find a new traffic signal operating at the Argonne Road and Jefferson Street intersection. This traffic signal will provide Jefferson Street traffic access to Argonne Road. Argonne Road traffic will also have protected left turns onto Jefferson Street. At this time, the new traffic signal will function on a timed cycle, until such time that the final top coat of asphalt and traffic signal loop detectors are installed later this fall.  Motorists may still experience temporary closures or restrictions in this area as the final top coat of asphalt and lane markings are installed.

The Argonne road closure will be for an extended length of time. Phend & Brown will be the contractor 800-998-4234. The construction along Parker Street and Argonne Road for the past few months has been for Indiana American Water Company and is not related to this project.  

Beginning Monday, August 3, 2009 Parker Street between South Drive and Brookview Drive will be closed to through traffic due to storm sewer replacement.  Parker Street will be detoured to Dubois Drive on the north, Harrison Street on the west, and Center Street on the south. The road will be closed to through traffic until approximately the middle of November 2009. The road will be open for resident and emergency traffic only. 

Center Street at Hickory Street
Drivers traveling on Center Street east of State Road 15 (Detroit Street) will soon see a change to road markings and signage where Hickory Street and the Norfolk & Southern railroad tracks cross Center Street.  Painted road markings will delineate traffic so westbound Center Street traffic will not have legal access to the left turn lane, to go south on State Road 15 (Detroit Street), until after drivers cross the railroad tracks.  New signs east of the intersection also will indicate the start and end of the two-way center left turn lane along Center Street.  It is the City's intent to reduce crashes at this intersection by removing this conflict.
