The Building Department follows and enforces the Indiana Building Code and the City of Warsaw Municipal Code, whose purpose is to protect the public health, safety and welfare in all new and existing structures, residential and commercial, and on all existing premises by establishing minimum requirements and standards for premises, structures, equipment, and facilities.

Provisions of these codes relate plumbing, electrical, structural, mechanical, life safety, safety from fire and other hazards, and for safe and sanitary maintenance.   The Building Department also regulates the occupancy of existing structures and premises, and provides for administration through enforcement and penalties for non-compliance.

The Building Department was established to promote safe and secure occupancy, revitalization of abandoned properties, and to instill pride in one's property to protect the quality of life in the City of Warsaw.

Whether a dwelling is a rental or owner occupied, safety is the main concern. Many homeowners are aware that their home is in need of repairs, but are not financially able to undertake the task. The City organized and supports the Warsaw Housing Authority Owner Occupied Rehab Program. The OOR program has helped people with varying circumstances, and it is an essential tool to the preservation of housing stock in our community.

In early 1998, the City of Warsaw passed an ordinance establishing an "Unsafe Building Fund." Monies in this account are used for demolitions, property clean-up, and emergency repairs as defined in the Warsaw City Code. With this fund, penalties received from violators of minimum property codes are used to bring other properties into compliance.

The Building Commissioner is responsible for reviewing construction documents and for inspecting new residential, commercial, and building improvement projects for compliance.  A building permit is required for various kinds of construction and improvements.  The Building Commissioner may require an inspection during any phase at any stage of a project covered by a building permit prior to the continuation of any further work authorized by the building permit.

The Building Inspector is responsible for inspecting new and existing residential and commercial construction projects and strives to improve the quality of life within our neighborhoods. Our neighborhoods create a visual perception of the strengths and weaknesses of a community. State and local ordinances set the standards for the City to respond to citizen concerns. The results can be found in safer, cleaner neighborhoods, preservation of housing stock, and revenues from chronic offenders.
